Statement on the European Commission's Proposal on Simplification of the Digital Legislative Framework

 

The RfII welcomes, in principle, the European Commission’s proposal of 19 November 2025 to simplify the digital legislative framework (Digital Omnibus) and the proposed amendments to the Data Act, the Data Governance Act and the General Data Protection Regulation. At the same time, the RfII sees room for improvement so that the interests of science and research are given stronger consideration – in particular, the introduction of a research clause for access to privately held data should be examined, and incentives for data‑intermediaries should be created.

Der RfII begrüßt im Grundsatz das Vorhaben der Europäischen Kommission vom 19. November 2025 zur Vereinfachung der Digitalgesetzgebung (Digital Omnibus) und die vorgeschlagenen Änderungen im Zusammenhang mit den Bestimmungen zum Data Act, zum Data Governance Act sowie zur Datenschutz-Grundverordnung. Gleichzeitig sieht der RfII bei der konkreten Ausgestaltung Optimierungspotenzial, um die Interessen von Wissenschaft und Forschung stärker zu berücksichtigen – unter anderem, die Einführung einer Forschungsklausel für den Zugang zu privatwirtschaftlichen Daten in Erwägung zu ziehen sowie Anreize für Daten-Intermediäre zu schaffen.
